CALL TO ORDER

Chair Modory called the meeting to order at 7:04 p.m. A quorum was present.

PUBLIC FORUM / PRESENTATION

No public input.

APPROVAL OF AGENDA

Motion by Switzer, second by Morlan, to approve the agenda but consolidate items under

New Business to be Resolution PC2016-02 . Motion Carried Unanimously (MCU)

APPROVAL OF MINUTES

Motion by Morlan, second by Alderks, to approve minutes of September 15, 2016. MCU

PUBLIC HEARING – Planned Unit Development Waiver and Property Consolidation Request from Aldi, Inc.

Open Public Hearing: Chair Modory opened the hearing to receive information and public comment regarding an application for a Planned Unit Development Waiver and lot consolidation received from applicant, Aldi, Inc., and property owners, Jerome and Karleen Adams Trust at 7:07 p.m.

Staff Presentation: Zoning Administrator McCarthy stated the public hearing was called in accordance with City Code and State Statue. He explained the applicants wish to construct a new Aldi Food Market on property currently owned by the Adam Family Trust. The property is currently three separate parcels which need to be combined into one parcel of approximately 2.5 acres to construct the approximately 19,000 square foot building. In addition, the City Code requires all properties over 2.0 acres in area be developed as a Planned Unit Development. The code also permits the City to waive the PUD requirements. The proposed development meets all of the normal City requirements without needing to apply for a PUD.

Ryan Anderson, designer with ISG reviewed the information provided.

Public Comment: There was no public comment and no written comment had been received.

NEW BUSINESS

Resolution PC2016-02 A Resolution Regarding Aldi, Inc., Planned Unit Development Waiver and Lot Combination at 622 Stafford Road North

The Commissioners discussed the information received at the public hearing. Commissioner Alderks expressed concern regarding the location of the access drives and asked if relocation would be possible. Designer Anderson reviewed driveway location studies and explained ISG determined the proposed configuration was the best possible to safely serve the site. The Commission also discussed the transition of the newly developed property to the properties to the east and how the gradient and retaining wall would be addressed. Commissioner Klockman identified concerns with setbacks, safety and security along the eastern boarder of the property.

Parking and interior traffic circulation was discussed with questions regarding the maximum parking requirement of the City Code.

Motion by Switzer, second by Klockeman, to recommend the Dundas City Council adopt

Resolution PC2016-02. The Commissioners found the applicant was proposing to develop the property in a manner consistent with the Dundas Zoning Code and was not seeking any variances for the development. Motion Carried 4 to 1.

Review of Current Projects

Zoning Administrator McCarthy reported Menard’s has sent the proposed plat and a public hearing will be scheduled for the next Planning Commission meeting. He also gave an update on several other construction and expansion projects.
