CALL TO ORDER
Mayor Switzer called the meeting to order at 7:00 PM.

APPROVAL OF AGENDA
Motion by Modory, second by Swartwood, to approve the agenda. Motion Carried Unanimously (MCU)
CONSENT AGENDA
a. Regular Minutes of September 8, 2025
b. Consider Approving Resolution 2025-21 Requesting that Part-Time Police Officer Tyler Johnson Acceptance at Member of Public Employees Police and Fire Plan
a. Disbursements - $137,133.29
Motion by Gallagher, second by LaCroix to approve the Consent Agenda. MCU
REGULAR AGENDA
a. Consider Approving Contract with Epic Enterprises, Inc.
Motion by Swartwood, second by Gallagher, to approve the contract with Epic Enterprises, Inc. MCU
b. Consider Approving Market Analysis and Pay Grid Calibration to Update the City’s Compensation Plan
Motion by Modory, second by Swartwood, to approve the proposal from David Drown Associates to perform a market analysis and pay grid calibration to update the City’s compensation plan. MCU
c. Consider Appointing Holt Goodwin to the position of Full-Time Police Officer
Motion by Swartwood, second by Gallagher, to appoint Holt Goodwin to the position of full-time Police Officer. MCU
REPORTS OF OFFICERS, BOARDS AND COMMITTEES
City Engineer Dustin Tipp reported that the contractor began working on the CSAH 1/TH 3 pedestrian crossing project the week of September 8. The contractor on the DNR’s Mill Towns State Trail project has completed the retaining wall work, the fencing, tree clearing and trail prep. The Dundas Boulevard Watermain project is substantially complete, with replacement of the sidewalk still outstanding. The Reclamite project was rescheduled to September 26 due to weather.
